From what I can see on the wheel cover, Progressive Motors, Whittier California. I found ads for them in 1925. I believe the license plate is CAL25 between the numbers. That would line up as the 1925 plates were a light orange with black letters.

This seems to be a 1922-24 C model as it has a Timken rear axle. I've only seen this axle on the c models.
