Revarnishing wooden wheels _ Help Mr. Shilling ?

So my wheels have returned from Wheels of wood. Look good.

But now I need to varnish...
I have a gallon of marine spar varnish.

What would be an acceptable procedure ?
How may coats ?
Any prep work I should be doing ?

This is the water soluble varnish that I used a few years ago. It does not turn dark with age. I applied it following the instructions. I did three coats with a light steel wool(fine) application between coats. Have been very happy with the results, even some years later. It can be bought at any Home Hardware.
