I am having problems with symbols in my text that show up on the website as ?.

Does anyone else have this problem. I've tried to fix it and still comma's and British symbols etc just show up as question marks. It's so annoying to have to go back into the text and correct or try to correct these marks.

Could this be my editing program ( MS expressions) that replaced Frontpage? If so can anyone recommend a software that isn't going to break the bank. I have an old dreamweaver program still. Would this help?

You need to enter the break out values in html.

& pound; (no space) will give £

Any editor should have an html mode where you do this, if not just edit the file in a text editor such as Notepad.
