Its your site, its your responsibility to market it, nobody elses.
AFTER you submit it Google will index it in their own good time. They have unpublished criteria that determine how long that will take. It can be anything from a few hours to a few months.

One great thing for seo is to set up a google account and then use there "webmasters" tools. You can put in a Meta tag that verifys your site. They teach you about using a site map.
