I need "allow_url_fopen" set to "on"

I'm trying to get an RSS feed to populate a forum on my site and it isn't working. I'm not getting any kind of error, it just isn't populating. After doing some research, I think I need my I need "allow_url_fopen" set to "on". Can anyone help?

I have a newer version of my RSS to Post plugin and it is actually telling me now that I need to enable "allow_url_fopen". Can someone help?

The fact that your domain name expired on 19 November may well be significant.
