3m tape

does anyone have a secret on how to get 3m tape to stick to a dash? i have prepped it with alcohol and tried to stick it but it doesn't work. also i have tried to clean it with mineral spirits it still doesn't stick, any suggestions?

pre-cleano or some silicone remover, not lac. thinner

THERE IS AN ADHESION PROMOTER CALLED TAPE TACK THAT YOU APPLY TO THE SURFACE. IT REALLY HELPS
