Spark and Throttle control Tube

I purchased this project in pieces so didn't have the luxury of taking it apart and knowing where all the pieces fit.
The Steering/Spark/Throttle column has two vertical 3/16 threaded holes approximately 2 inches below the spark and throttle levers.. The hole spacing is 1 1/2 inches. Can anyone tell me what these holes are for or what might be attached to them??
