Excuse my ignorance, but what is the oil capacity and how do I check it, on my '24 Star Continental?

Should be four quarts on the W4&W5. on the right side of the engine there is a wire with a ball on the end that floats in a tube in the crank case that probably is swollen from soaking up oil and stuck in the tube and won't move anyway. but when it works you line it up with marks on the block to tell the oil level.
