OK, so what is this lttle do-wacky on the side of my 31 distributor?
A knurled cap pulls out and the there is a spring under it. I guess it to be an oiler and the spring does not pull the cap back on like it's supposed to. Close?

I think you are right --mine is still working and is an oiler

You are right, It is an oiler, and should receive a drop or two of very light machine oil every 2 - 300 miles.
