Unknown Silversmith Mark

I'm trying to identify the silversmith or company, the geographic region and the era when this case or holder was manufactured. I discovered this piece in Connecticut.

The mark appears to be a shield with a pair of crossed skeleton keys, and another figure that I can't identify. This appears to be a book, bible or maybe even a cigar case, and is roughly 6 1/4 inches high, by 5 inches wide, by 1 inch deep and weighs approximately 1 pound.

I can send an image to anyone that would like to help to identify the silversmith.
