Can somebody help me out please, I want to do a website about dogs and really don't know where to start or how much it will cost. I am looking at doing a website that people can write about there dogs and ask questions and post pictures if they want. Can somebody give me some help on this please.

That isn't a project for a beginner. I would suggest looking at Blogger rather than creating a website if you want other people to post.

or sign up for a free hosted account, and then add on whatever options you like such as a forum and such.
