A high resolution photo taken with a modern digital camera will be several megabytes in size. For use on a web page it is unlikely to need to be larger than 50 kilobytes. Use a photo editing program on your PC to resize.
If you need larger photos then the problem is probably with your ISP. Short of moving house to a location with cable or a good fibre optic phone network (Tokyo is good) then you are probably stuck with those speeds.
