How do I insert a Google meta tag or html code?

I'm trying to complete Google's verification process which requires me to insert an html file or a meta tag on my home page.
I've tried both combinations and I'm not getting anywhere. Can anyone help please?

An html file is just text. Create it in Notepad, save and upload.
