If it is not your site then you must take it up with the site owner.

If it is your site then you have discovered one of the down sides of IP blocking.

Most people do not have permanent IP addresses but get one assigned from a pool when they log in. When they log out the address returns to the pool. So rather than banning one person they ban whoever happens to be using the IP address at the time.
