You are using a Website Wizard Layout. Navigation menu links are created in the same order that you create your pages, and there is no utility to change the ordering. The only way to rearrange them in the navigation menu is to delete them, and then recreate them in the order you want them. If you have a lot of pages, or content on the pages, this is not a very good option.
