the banners can't be removed unless you UPGRADE to premium hosting so you have to adjust your page to work around them since you have the free hosting/site

Where did the error message come from? Did you get a report on the code that is considered in error?
It may very well be the banners, but before you start blaming them, find out what "HTML 4.01 Transitional" means. A little research on Google should be all it takes. Then make sure you don't have anything in your own code that doesn't follow the rules. For example, what are these?
These are in you code. They look like they are intended as markers or comments, but you can't go around inventing HTML code, and expect to be validated.
