Everytime I log in it goes to a page telling me that im not a member. Is there a page to print out to get started building a webpage?

My website is not new, but for months when I click on the url I get a page that says, "This page is under construction?" It won't let me or anyone else in. I've renewed and paid my domain fees on time, everytime, I don't know why this is happening?? Can anyone tell me what to do. I've tried to contact Bravenet and I can't seem to reach a ph# or email addy.
