I cannot Seem to add my web page on my site for the public to see

I've tried everything and I cannot add my web page on my site. Everytime I upload it when I go to my website I recive the 403 Error page. I'm not really sure what to do, so could anyone please assist me. Thank you in advanced

You haven't uploaded a home page yet so you need to enter the full path of the page you uploaded not just the name of your site.
