The simple act of transferring a file to your web site is publishing. Publishing is a term used by the Website Wizard and many other web design tools. The Website Wizard operates as a data base and doesn't actually write web pages to the web site until you use the "publish" option. Many web design tools, like FrontPage or Dream weaver, have something similar. They allow you to develope your web pages and then "publish" them to your web site.
If you use the File Manager, and upload files, they are published.
If you use the "upload tool" (aka the FTP Applet), you have published.
If you use just about any FTP tool available to you, you have published.
