How do you size pictures before you post?

Ok guys, I have NO IDEA how to properly post pictures. I have made 2 attempts and both of which the pictures have been either too big or too small. I basically know how to post pictures but I don't know how to size them. HELP! I'm Stuck!

Use a photo editing program on your PC.
