There is no implicit ordering of pages in a web site. You set up your internal links as you want them.

At a guess you ahve been using the Website Wizard which "helps" you by building the site's internal links as you create pages. The easiest solution is simply to switch to different site building software.

So I couldn't even take everything off the page I already created and move it to another page?
