There is no situation where you could possibly need to change file permissions on a free hosting account since nothing that would require it is allowed to run.

Actually I have a reason to change file permissions. i have an applet in a .jar file that I want to make read only so no one can just type in the url to the jar file and be able to download it.
Even if changing permissions were possible on free sites, that won't stop anyone from connecting to your ".jar" file and downloading it. Making it "read only" only stops you from changing it and saving it. Everyone else can still read it and download it.
