Ok i Created My Very own Great Custom Site using dreamweaver. And i used CUTEFTP to upload to server. well how do i publish the file i uploaded to my domain. Any Answers

You already did publish it. Publishing, as it is referred to in many web site design utilities, is very simply a FTP transfer of your web pages to your web site. And that's what you did when you used CuteFTP. In fact, Dreamweaver has a built in "publishing" capability so you really don't need CuteFTP. If you go to www.google.com and do a search on "dreamweaver publish", you will get about a million hits telling you all about it. It's probably in your help utility too.

The key, of course, to make sure that you have you main page name "index.html". Most servers require that the page you want visitor to see first, when they use your URL, must be named "index.html" or "index.htm". Once you have done that, your website should be on the internet.
