How should I publish my website?

I used option of 'file manager' to upload my own webpages which were made all by myself before.But how do I set a selected webpage to be the default first page when visit my website?

Your home page must be called index.htm or index.html

Yes,it is.My home page is named 'index.htm'.But I'm in China,can't i access my website??
