Nags and discounting

Just wondering what others think. If shops keep discounting from the rebalanced nags suggested lists, exactly what message does that send to nags, networks, and the ins co's? When is enough, enough already? If installers and shops keep giving higher discounts, then why would it be wrong to rebalance again, and again. Can this industry ever realize that they can get work without discounting? what do you think?
